MANIFESTO IN SUPPORT FOR THE STREET CLEANERS’ STRIKE IN RIO DE JANEIRO

The COMLURB (City Company for Urban Cleaning) workers decided, in an assembly, to start a strike, exercising their legitimate right of free demonstration. With this text we express our support for this movement and call for the negotiation and fulfillment of the strike demands.

Street cleaners are important
In the floods that recently have hit Rio, the whole world saw the street cleaners risking their own lives, working in adverse conditions, often without proper Individual Protective Equipment. Should it rain or shine, COMLURB workers keep the city clean. They clean schools and help with the meals of thousands of children in municipal public schools. However, even though they are very important for the city, the street cleaners are not enough valued.

The municipal administration disrespects the category
Mayor Crivella disrespects several rights of this category: – He did not pay the majority of the category with the “Results Agreement”, after they have reached the established goals. – He did not comply with the full implementation of the Career Plan to which an updating have been promised since the 2014 strike. – He did not guarantee the payment of the “unhealthy-job bonus” to people who work in a health-harmful environment. – He did not guarantee “collection bonus” to everyone who works in the removal of household waste

COMLURB is being squeezed
The municipal government announced the budget tightening of all public companies in the municipality. Their proposal is that the street cleaner category receives 3.73%, while others will receive from 6% to 12%. The category claims a 10% increase in salary and meal and transportation vouchers. This represents an impact of only 2% on COMLURB budget. On one hand, the city government refuses to present a fair proposal, on the other they keep creating new secretariats and paying dubious debts from the previous administration. Instead of improving the public service, the mayor takes care of only his own salvation, trying to stifle parliamentary inquiry committees and get away with an impeachment process.
These attacks are the result of a national policy of rights withdrawal, salary tightening and privatizations that have been presented by President Bolsonaro and his Minister Paulo Guedes.

The city government and COMLURB need to negotiate and respond to the demands
For more than two months we have tried to negotiate. The garis appealed to numerous institutions (Public Labor Ministry, City Government, etc.) so that an effective negotiation with the category would take place, but both the City Hall and the Board of COMLURB remained uncompromising. That’s why the category voted for a strike.
We call on the mayor and the management of COMLURB to change their position and negotiate, responding to the demands of the category. We invite the whole society to embrace and surround this fair strike with solidarity.
